Computer Operator Past Papers 2081 & 2082: Topic Analysis
We studied the 2081 and 2082 Computer Operator Paper I question papers. See topic counts, repeated themes and what to practice first.

In the Computer Operator Paper I of 2081 and 2082, 60 of the 100 marks came from the 11 computer topics, and every one of the 11 topics appeared in both years. General Awareness and Public Management had 10 questions each, every time.
We went through the 50 questions of each paper and counted them by topic. This guide shares those counts, the themes that came back in both years, and how to use them in your preparation.
This is an analysis of two papers. It is a guide to what has been asked, not a prediction of what will be asked.
The Paper I Pattern (Same Both Years)
| Part | Subject | Questions | Marks |
|---|---|---|---|
| Part I | General Awareness | 10 | 20 |
| Part I | Public Management | 10 | 20 |
| Part II | Job-Based Knowledge (Computer) | 30 | 60 |
| Total | 50 | 100 |
Each question is 2 marks. The time is 45 minutes. Each wrong answer loses 0.4 marks. The pass mark is 40 out of 100. For the full exam structure, see our Computer Operator syllabus guide and negative marking guide.
Computer Topics: What Was Asked
The official syllabus fixes the number of computer questions per topic. We counted what we found in each paper. Some questions sit between two topics, so we placed each one in its closest topic. Treat our counts as close, not exact.
| Topic | Official count | 2081 | 2082 |
|---|---|---|---|
| Computer Fundamentals | 3 | 3 | 5 |
| Operating System | 2 | 2 | 1 |
| Word Processing | 4 | 4 | 4 |
| Electronic Spreadsheet | 3 | 3 | 2 |
| Database Management System | 3 | 3 | 3 |
| Presentation System | 2 | 2 | 2 |
| Web Designing and Social Media | 2 | 2 | 3 |
| Computer Network | 2 | 3 | 2 |
| Cyber Security | 3 | 3 | 3 |
| Hardware Maintenance | 2 | 1 | 1 |
| Legislation and Institutions | 4 | 4 | 4 |
| Total | 30 | 30 | 30 |
What the table shows:
- Five topics matched the official count exactly in both years: Word Processing (4), Database (3), Presentation (2), Cyber Security (3) and Legislation and Institutions (4).
- The other topics moved by one or two questions. Computer Fundamentals was the biggest swing (3 in 2081 and 5 in 2082).
- Every topic appeared both years, even the smallest ones. Do not skip Hardware Maintenance.
- Word Processing and Legislation are the two largest topics at 4 questions each, and both were stable.
Over the two papers, the largest computer topics were Computer Fundamentals (8), Word Processing (8) and Legislation and Institutions (8), then Database (6) and Cyber Security (6).
Legislation and Institutions: 4 Easy Marks Each Year
This topic had 4 questions in each paper. It rewards memory more than practice. In both papers, the questions were about:
- Dates and basic facts of ICT policy documents and the Electronic Transaction Act 2063 (2081).
- The Digital Nepal Framework (2081).
- Government IT systems and data centers, such as the integrated website and office management systems (both years).
- Which institutions belong under the Ministry of Communication and Information Technology (2082).
- The purpose of the national cybersecurity center (2082).
The syllabus lists these items: ICT Policy 2072, Electronic Transaction Act 2063, the ITERT Directive 2075, the Government Website Directive 2078, and the roles of MCIT, the Department of IT, NITC and the Security Operation Center. Make a one-page fact sheet and revise it often.
General Awareness: Both Years Had the Same Types of Questions
We read all 20 General Awareness questions. The same types came up in both years:
| Theme | Seen in 2081 | Seen in 2082 |
|---|---|---|
| Nepal geography (mountains, regions, districts) | Yes | Yes |
| Nepal history | Yes | Yes |
| The current periodic plan (16th Plan) | Yes | Yes |
| Articles of the Constitution of Nepal | Yes | Yes |
| Science and health | Yes | Yes |
| International organizations | Yes | Yes |
| Sports or current events | Yes | No |
Two details stand out. The 16th Plan appeared in both papers, and so did the Constitution. The syllabus also lists the Constitution (Parts 1 to 5 and schedules) and international bodies such as the UN, SAARC, BIMSTEC and the EU, so these deserve steady revision.
Public Management: Procedures and Theory
We read all 20 Public Management questions. These themes came up in both papers:
- Constitutional bodies: terms, membership, and when they were set up.
- Ministry of Federal Affairs and General Administration: what falls under its work.
- Citizen charter and public service delivery: what it must contain, and how it started.
- Management theory: names such as Herzberg (two-factor theory), POSDCORB and the 14 principles of management.
- Audit, budget and accounts: parts of the audit process and rules about expenditure.
These are factual and predictable. The syllabus lists office management, the Civil Service Act, constitutional bodies, budget and audit, service delivery and management concepts. Use the list as your checklist.
How Hard Were the Papers?
By our own estimate, about half of the questions in each paper were easy, about a third were medium, and about one in seven were hard. This is our rating of a prepared candidate, not an official one.
| Easy | Medium | Hard | |
|---|---|---|---|
| 2081 | 25 | 18 | 7 |
| 2082 | 26 | 18 | 6 |
If half the paper is easy, most of your marks come from careful revision of basics. Wrong answers cost you marks, so accuracy matters more than speed.
How to Use This Analysis
- Fix the basics first. Computer Fundamentals, Word Processing and Legislation hold about 8 questions each across the two papers. These are your most reliable marks.
- Revise all 11 computer topics. None was skipped.
- Build short fact sheets for Legislation, constitutional bodies and the Constitution.
- Sit a timed paper. Do 50 questions in 45 minutes with a 0.4 penalty, then review every mistake.
- Keep current affairs fresh, especially the 16th Plan.
Papers can change, and the PSC can ask any topic in the syllabus. Use this to set your priorities, not to skip topics.
